PC Gaming / High Ping In Overwatch with FLOW

I have been having some connection issues where for some matches my connection will be fine with a ping between 80-100 which is satisfactory enough for me to play Overwatch. Then at times my ping will go 200-350+. I check it using the info when you hit Ctrl+Shift+R in-game. I have tracert (using the IP address from Ctrl+Shift+N) and Looking Glass (Blizzard app) results which I will link to an unanswered Blizzard forum post. I have a cable modem connected to a dual band Netgear R6400 router. I am hard wired to my PC. I'm on the Flow 60 Mbps plan (via the Carigamers deal). I have also already port forwarded the ports necessary as per Blizzard's instructions.
