No the teams won't be equal because it is very difficult for the programmers and game designers to account for every single variable in the game...

It can become near equal but never exactly equal

Hmm. Gla was so seriously abused in the first one. They have fighting power in Progen and people hated it cause there was now more advantage over there beloved overlord tanks.

Zero Hour is balanced and uses some of the strengths that Progen had with generals and stuff. People should like it. Cause everyone has some interesting units now
