Just like the name says. Mr. Panday, Mr. Carlos John, Mr. Ish Galbaransingh and Mrs. Oma Panday have all been arrested today on a charge of Corruption and intent to defraud the state of 250,000 pounds sterling. They are currently being held and no attempt at bail has been set or met. They were apprehended today simultaneously by the Anti Corruption branch of the police service. Strangely the arrests came after Mr. & mrs Panday held a reception for representatives from the Indian Parliment.
Prime Minister Manning could not be reached for comment.
who enlightened among you can tell me what this means?

Does it really matter ? Our reputation is already tainted and will continue to be tainted as long as these 2 parties go at it. This just goes to show how the political game works. I can't help but think that Bas would have done the same had the situation been the other way around. Seems like the PM has been reading the Art of War now doesnt it.

Well actually they were all granted bail, however Panday refused to take his bail and is currently spending the night in the POS jail.
This is a serious issue, and one that is bound to get international <negative> attention. It also comes just days before the CJ is scheduled to take Manning to court, which makes this whole thing reek. It is also going to gain a lot of sympathy support for the UNC.
I must also say that it is simply appalling that the Opposition Leader of all people was not given the chance to turn himself in or at least had the arrest made at his residence or somewhere else. Instead, the arrest was made in front of a diplomatic delegation from India. Brilliant and disgusting move. We've just touched the edge of a huge mess.

I always say that if Panday truly is guilty of these charges, then let the charges be laid. I have no allegience to either party and would rather they both did not exist. However, the timing and method of this situation is extremely fishy. The PNM is digging their own grave and taking the entire country down with it.
It's all a scape goat to divert attention from the larger issue of the CJ/PM court case and the complete failure of this administration in every imaginable sector. The education system is in the pits, the health services take over half an hour to get to the scene of a fatal accident 5 minutes from the hospital, the road network is in mess, the fire services work with no water in the hydrants and buss up hoses, the police service complains of lack of equipment while the army gets more than doubled in size. Especially the police issue!
The crime situation is completely out of control. It has gotten so bad that quite frankly I and many others I know can no longer even leave our homes except for the odd movie and classes. Criminals wait to pelt grenades in police cars. They walk into house parties and stores to haul their kidnap victims out. Foreign travel advisories have been issued warning travellers of the dangers involved in coming to what was once a paradise a few short years ago.
All this is shrugged off with stupid comments like it's gang related, it's temporary, and it's not so bad. I am so fed up of this political football the country is played into. Pay attention to the important issues. If they would give half as much attention to the safety of citizens as they do to hounding their political opponents, we would be in much better shape.
Get rid of the corrupt politicans asap. This includes Manning and his entire cabinet, who knows how many have now ended up before the Integrity Commission. But FIRST AND FOREMOST. Do their elected duty and protect the citizens. It's like we're living in a jail cell just like Panday now. Plenty people just packing up and migrating. How many do you know who have migrated or have left to study and decided not to return? I know several.

Ah but this is a highly political matter. The PNM is currently in charge, and much as our system of governance is meant to be split into the executive, legal and legislative, hence the need for a president, prime minister and chief justice...the lines have been crossed.
The government has a lot to do with the actions of the police, although they should not. This much has been true throughout our history and is one of the key reasons for constitutional reform. Surely you do not see that such an old issue resurfacing with such agression and at this partiular timing reeks?
Like I said. If the charges are true, let them be levelled. Let the entire issue be done with and quickly. Watch and see how it will drag on. The trial due on the 7th will end up being adjourned. It will then drag on for months to come clean into elections, which I have a feeling will be called early. It will also, as it will be adjourned, overshadow the entire CJ issue. If there is one thing the PNM has managed to do since taking office is to perform the incredible feat of doing a worse job than the UNC did. I truly wish I could agree with you that it is a move independent of the party in power. As it stands, I can't.
What a country we live in. Is a real paradise eh? A banana republic of the first degree.

These guys will find fault with everything and make a mountain out of a mole hill. I could assure you, no matter how Panday was arrested, it would have been deemed inappropriate, politically motivated and made into a big stink by the opposition and pro opposition members of the public, at every turn.
Same applies had it been the PNM peeps in the hold.

Hello, the day of the 1990 coup, both panday and Manning were not in the red house. Plz, we can all suspect that things are rotten right thru and if u think making a bold move as to arrest bas in front of a foreign delegation is bad, think of how it looks when we put a man who was responsible for overthrowing the government out on the streets and wasted our tax paying money in the process? If u ask me the US and other foreign countries have been watching us with a pinch... hell a MOUNTAIN of salt for a LONG TIME. This perhaps is just another fishy scheme by the PM and his party to detract attention from his matter or maybe its not, point is better it be done and over with than prolonged as it has been for so many years. If not for the amt of natural resources we have in this country, you think ANYONE WOULD WANT TO LIKE IN THIS HELL HOLE that its become. Its sad to see the state of things and the way its changed in just 10-15 years. Not to mention that ppl fail to look at the big picture which is, when a diff government comes into power and things seem to get worse its because of the failings of the last regime. THink about it! if u get into power and yuh BROKE, what yuh have to work with? NOTHING so things look worse. Same applies here, if the previus gov. didn't start to put the necessary bills, laws, support into the system, when the other party comes to power NOT only do they have DAMAGE control to handle they have the task of making do with what they have. I don't support either party nor have I ever and prolly never will till those two old bastards drop dead. However it is also the responsibility of all of us a citizens and human beings to do the right thing. As I read in a very moving book, human thought is a very powerful tool that GOD gave us. If tom the WHOLE world woke up and said I want to end starvation it would be so. Same way, we as human beings sit and point fingers and mock each other and say how corrupt the other is, remember before u take the splinter out of someone else's eye, stop and take the PLANK out of ur own!!! daz my 2c for now.

I agree with most of what you have said, W1nTry. However, not where you say the failure of one regime is the fault of the previous one. The major issue pressing the country today is crime. Particularly within the last 3 years. The UNC started the problem, yes...but guess who made it worse? The PNM. We have how many billions coming into the country, yet the police force does not have the equipment it requires.
So much spy equipment was purchased by the PNM...can you tell me why this is not in the hands of the police to track down these criminals? Helicopters buzz around idly at night, but can you tell me why they are not available to pursue a getaway car from the air? Look at how many times the police take off after someone and then lose them. Aerial support would help a lot there. Crime was not the issue under the UNC tenure as it is today under the PNM...in fact it was decreasing. Not long ago the statistics were in the media, and if you look at the Guardian Forums there is a thread with the stats attached, murder rates and the solved cases between 1995 and March of 2005.
The UNC is guilty of its own set of problems, and I will not disagree that some things they did contributed to the current situation. However, the PNM is responsible for its own failures, not anybody else. How can an administration that sits idly by while its citizens are raped, murdered, robbed and kidnapped daily, and administration that sees this going on but looks to more than double a 75% unused military force while the police force responsible for curbing crime is overtaxed and underequipped, and administration that makes statements like the crime situation is just temporary, that it's mostly gang related, that it's not so bad NOT be held accountable for this situation?
This government watches crime happening and does nothing. Town burns and the hydrants have no water, the hoses are riddled with hoses. In short, our fire services are ineffective. Plans are looked at to revamp the water hydrant system and then promptly chucked out the window. Has anyone heard of these plans since the week or 2 following the fire? A man was knocked down on the highway just minutes from the hospital. Major hospital. He lay there for over half an hour and died waiting for an ambulance although it was just minutes away and at 8:30 in the night when there was no traffic. To remedy the situation, ambulances are ordered but apparently not put in use and foreign nurses are brought in who can't even speak english.
The road infrastructure is horrendous. At the very least, the interchange at the Grand Bazaar intersection was beginning construction. Yes, it did begin, that is why we have the huge split when going east...the split was supposed to take you up onto the interchange. Okay, the PNM scrapped it...I say it was political but they supposedly had a new interchange designed. Why has it been left as is after all this time for the population to spend 3 hours getting into town every morning? Not to mention the roads are in a worse state than they ever were. No maintenance done. Frederick Street has a tumor and Wrightson Road is warped more than a beach. The new lane on the CR highway is showing warps already. The Diego Martin Highway extension has been left in a dirt state for months, although the levelling and compating phase is long over.
No man, the PNM is accountable for these problems themselves, not any prior administration. The UNC regime may have contributed to some problems, but these major issues facing the populace; these issues of failed health services, failed police services, failed fire services, deteriorating road transportation network are of major concern and affect us every day in a very real way. These are also things that require no leglislative change, nothing. These major problems that affect us today are very real problems that are ignored by the current administration. It's the fault of the current administration and nobody else.
Now if you want to discuss the Bakr and constitutional change being issues that the opposition is responsible for/contributed to...well then fine - I very much agree. However, these are not the issues that make this country unsafe to live in for everyday people.

I won't blame the government directly for the state of affairs in this country right now.
I'll blame a bunch of shitty mcs not doing thier damn job in the Police service.
As a business owner, the Police have done nothing but let me down. Hardly Manning or Panday to blame. They had all the resources necessary to render assistance. A gun, a police car, legs, arms and mouth.
Instead of leveraging these effectively, they choose to laze around, talk shit and pass the buck.
Good help is not hard to find, it's down right impossible.
We have had to run down bandits, collar them and hand them to the police on a silver platter, only to see the individuals released days later for no good reason other than the police couldn't be bothered to make a good case and were much more interested in how we "handled" the perpetrator. WTF? De man is a mc bandit! So what if he get a lil chuck on de ground. You think he was going to come along smiling?
More recently, we went to an inspector, investigating a case for us and de mc asking us, what we were able to dig up on the matter.
WTMC? Last I checked, YOU WERE THE INSPECTOR. INSPECT!!

I would be a fool to blame the heads of govt for just slackness. These fellas need to be privatised and the lot fired for non performance. Let some swedish company come and run the police service yes. TTPOST totally transformed after they did that.
If your car got stolen, who would you trust to retrieve it? The Police? Or Car Search (Private Company)?

Good points there Baego...you are quite correct about the police force. While ther eare those on the force that do their job to the best of their abilities, I am sorry to say that they are in the minority. Every public service in this country needs a major overhaul...and neither political party is really going to sit down and do it properly.
Shogun...there are other parties. Most recently there were the Team Unity and the Citizen's Alliance. In fact i will not hide the fact that the last time around, I gave Citizen's Alliance my vote. I personally know of some people who were involved and what they stood for. They did not have the exposure to compete effectively, but they were a party with a difference. The failure of the CA, and even more so the TU given how much more of a following the TU had proved only one thing.
The citizens at large in this country...the masses...are too tribally devoted to the PNM and UNC. They will not give the newcomers a chance, leaving us in the same old cycle of PNM/UNC. The only way for a new party to succeed will be via a coalition NAR style.

When they fail our expectations, we out of concern for our own selves and our own country should remove them from office. But this is Trinidad. Those of us willing to make that stand are in too small a minority to be of much effect.

Actually it looks like he'll be getting VIP treatment in the prison. Likely no contact with other prisoners, etc, and efforts will be made to accomodate any special requirements.
Panday may be many things...corrupt, a thief...you name it. But one thing he's not is stupid. If you ask me, he knows exactly what he's doing and he will be walking right out of there in due time.
Are you aware that when Carlos John was brought before the Magistrate...the officer who charged him never turned up and the charge listed no witnesses? The magistrate even went on to express how she does not appreciate a matter coming before her with nothing coming from the prosecution. Panday has been planning for and expecting this for a while now, notice how long he's been saying they'll arrest him soon. For better or for worse, this entire thing is going to backfire in a very bad way.

Well said, and i agree with you whole heartedly. But i do perceive that this issue has only just begun and is about to get a whole lot messier. And please, to those who are naive enough to think that the ruling party has no control over the police service would do well to remember sideswipe's comment on the separation of powers boundaries being blurred in our banana republic. The examples of how to evict Sharma and the 2 B'dos fishermen who were released provide ample evidence to support political influence in the Police Service. And that goes for whichever party is in power.
Needless to say the next few days should prove very interesting.
BTW - To those who believe that its just 1 political party who embezzles money when in power.... Think again. They all do it, its just who gets caught and how badly. And at the end of the day, ther only ones screwed are us :huh: :angry:

Everyone in CEPEP positions related to the ministers/ mannning in some way , and no one sees a conflict of interest in all this .
Panday volunteered to go to jail for the boost to his popularity, look at all the OTHER political leaders who went to jail , Mandela , Ghandi , Castro , jail does wonders for your rep .

Well, it's working. What is most amusing about this entire fiasco is it seems the PNM have repaired the UNC's internal fractures for them. Trevor Sudama is now back in the fold, and all indications are(I have my sources...) that Gillian Lucky, Faud Khan and Ramesh Lawrence Maharaj are also returning. There is a "surprise speaker" at tonight's meeting in Debe...I'll bet it's either RLM or Sudama.
Even more shocking was the NAR going up and offering to place its $3.5 million building up as collateral for Panday's bail if needed. They still say they have no intention of forming an alliance, but all the same that is a very bold position to take. They have also lashed out at Speaker Barry Sinanan for the indefinate suspension of MP Chandresh Sharma.
The entire thing is doing nothing but making the PNM look very bad and gaining the UNC tremendous political mileage. I'm also very interested in that RLM has stated he would give serious consideration to representing Panday in court if Panday so requested. That is a very high profile case. For him to make such a statement, and to say that the report during his tenure made no mention of Panday as current AG John Jeremie stated, he must know quite well that Panday's charges are likely politically drummed up and will not hold up in a court of law.
It's as I have said before...Panday refusing to take bail was the last thing they expected, and it has turned the entire scenario around with Panday and the UNC as the beneficiaries. Previously, I would have said they would need to do quite a bit to win the next elections including Panday stepping down as leader, bad a job as Manning and the PNM are doing with the country. Now however, I see little standing in the way of them winning the next elections, possibly with quite a landslide if things keep going the way they are now.

2) Intervene and prevent the Police from arresting Panday
PNM accused of "meddling" in police business and safe guarding their political agenda, preventing the UNC from using the fiasco for mileage.

Very much so, damned if you do and damned if you don't...the problem here however is it seems very much as though the charges will not be able to stand in court given what we know so far. This with the peculiar timing leaves one to wonder if the PNM did in fact intervene, not the prevent the law from running its course but to speed it up. I have a feeling that if there were no political intervention, these charges would have been laid either years ago or never. However, Panday refusing his bail and forcing the entire thing into fast forward and drawing mass attention has made things quite bad for them.
I mean let's consider this for a moment...the Attorney General had knowledge of the arrest before it was made. The AG is a part of the government. Our system is such that it is easily manipulated by the party in power. It always has been, and will continue to be under any government until constitutional change is enacted.
That said, don't think I'm saying the UNC will do the constitutional reform they're badgering the PNM about today when they get back into power(at this point, I don't think it's an if but rather a when)...why would they? The existing one benefits the party in power at the time.

Good point but this sort of thing is destined to be a mess no matter which way it goes.
On one hand, you have people who would love nothing better than to see politicians do serious jail time for corruption. Party Politics aside.
On the other hand, you have those that will turn said jail time into a Nelson Mandela affair.
Either way, if these guys are corrupt, as the nation seems to be convinced that they are, I'm all for the drama.
The only problem is that there is almost zero faith in the judicial system. Another "instrument" easily manipulated.
Even the car search people told me that they rather "conduct a scene" on the criminals before bringing them in, cause more often than not, the courts put 'em back out on the street.
Far less for such prestigious defendants.

Mr. Panday obviously went to jail to make himself a martyr in the last days of his political career that kind of money should have been easy to dish out especially for him....smart move most intelligent polictians would have done it....the reason why this move was not predicted is beyond me..anyhow the PNM...no wait Mr. Manning is known to act first think later....he jus boosted the UNC into sure victory for the next election which isn't surprising...*anticipating the campaign commercials for next elections*
The way i see it is we need a new party but chances are ppl wont vote for them cause of the racial tensions that surround elections it all boils down to race in our "rainbow" country...so the way i see it we need a body who sees to it that things happen...that these criminals aka Polictians don't get away with that things that they do. This body must remain independant of polictics and work for the citizens of Trinidad and Tobago. Then and only then can this nation shine.

I have an iffy stance on a personal note. I agree fully what what you have said, Tetra. I also, while prefering the UNC to the PNM on the basis that both corrupt but only one actually did anything, see the UNC's flaws.
However, in Trinidad's political landscape, like most in the world...the two big parties will always be the two big parties with little room for the smaller ones. The case of the NAR was a coalition that involved the UNC anyway. We here are the next generation, plain and simple. While a third party may not be viable, we are the next set of entrants into the political landscape on both the PNM and the UNC. I may not be able to do this right now, but at some point I would like to get involved and make a difference. Not to run for any sort of office, but to at least be a part of the party and have a say in what is done. Have some sort of effect in keeping integrity and performance side by side.
I don't know about you guys, but I am totally fed up with the way this country has gone down the drain, particularly over the last 3 years. Every system in this country has failed. I long stopped showing up at sweat, know why? It's no longer safe to be out that hour, and I've since turned from the POV of my parents being far too paranoid over the situation to them just being realistic. The abduction and cold murder of a childhood friend and the personal targetting of my person are enough to make me realise just how bad it's gotten. Maybe it's just we don't realise until it hits home.
Enough of the drama. A third party can't work in our country, but we can get into the existing ones and change their future paths. I fear for this though, because looking around at my friends and colleagues...most people our age don't give a damn about these issues. They don't seem to realise just how much it impacts us. Everything from personal safety to the future of the economy rides on proper governance.

Ok i think i may have mixed up my proposal. The thing is we need a group....a group of.....elightened individuals who stay away from who the party polictics and only see to it that the government which ever party is in power see to it that the citizens needs are met.
If the government fails to do something they are exposed. Now i know this may seem a little far fetched but just think about it. PNM in power UNC is victimised and visa versa every party isout to make the other look bad. Now i strongly believe if you did the crime then you do the time and i stand for no party i stand for no race i was born mixed so my decision will never be influenced by race. I detest people who are closet racist i think we have come to far as a nation to be like that but alas that is the society we live in.
So this is how it can work....put dougla people in the group of which i speak lol jus playing or find people who are truly not in it for the money or the power *i know will have look verrrry hard* but think about it cool?

there are people like that but not enough to run the nation or even audit the government.
So long as they are forced to fill their ranks with corrupt individuals, chaos will rule.
As well intentioned as the heads maybe, if the rank and file don't have integrity, sweat buss.
Do you understand the sort of inspection required to tell if someone is corrupt or easily corruptable? They will have to visit family and friends, get testimonials, run sting operations, the works...before they could "certify" that individual as deserving of the post.
I don't envy them the task.

I wish i was old enough of funded enough to start it but hopefully somebody someday soon will come up with a simliar or better idea and save our beautiful country from the grips of these madmen who both came from prez san do
Great school btw i spent 7 years there so i suppose i shouldn't be in politics lol.
On a real though we can save our country we just need people who can stay focused long enough to last and see it through not just in it for the short term.
On the side allyuh eh find Bas looking like a badman? bet yuh next week he comming out with corn rows and a goatee.

Tetra, we have a group that is supposed to regulate corruption in the form of the Anti-Corruption Investigations Bureau, started around 1998 by then-AG Ramesh Lawrence Maharaj. This is not very effective because at the end of the day, the party in power can govern it. It would be nothing short of impractical however, for a small private body to regulate the government. Our government system is too easily abused, and has been long outgrown. This is why it is a definate must for constitutional reform.
At the end of the day however, it is the populace in general who can stop a corrupt government. If a government knows that its population is not going to vote them in or out specifically on race, but rather on their performance...then we will be set. However, our population, the masses, will take whatever is dished out as long as it is "their people" in power. What has to happen is a fundamental change in the way of thinking. The way of thinking coming up to elections should be more like:
Did this government rule with integrity?
Did they perform, moving the country forward and improving the standard of living?
Are we better off now than when they assumed office?
Do they stand for more socialist or capitalist values? Which do I want?
Are they more conservative or liberal? Which do I want?
These are the kinds of questions people should be asking themselves before voting a party into power. Before this happens, the populace in general has to change their way of thinking. Unfortunately, we still have a very third world way of thinking.
It is also a cycle. If the major political parties encourage such thinking, the population sticks with their old ways and encourage the parties to stick with it because they need to appeal to the masses to get their votes. It is only through getting the right people heard at the right times that a change can be made. I think that would be a much more viable plan than yet another body to be ignored or tarnished.

we need :
To make stupidity a crime , therefore giving us the power to lock up the entire parliment , from there we establish a more total democracy, where the entire public participates in voting on most key issues eg. big money spending on a stadium , enviromental issues such as the aluminium smelter, anti crime bill .
We cut down those who work in parliment to a handful eg. 4 , and make their personal accounts available to the public , so they can't do much tiefing .
We make rape , murder , kidnapping etc. capital offenses , and start hanging.... and anyone who does serious crimes 3 times and is charged eg. car theft , theft of large sums of money eg. 50 000 tt , the 3rd time they are executed .
Then we spend about 100 million dollars on training physcologists / physchiatrists and building offices for them to deal with our many mental problems and predjudices , every other person has some serious mental problem in the country, girls schools full of anexorics and self abusers who cut themselves , boys schools with physchos with no self control / conscience , most of the teachers we have are half senile / insane from teaching a class half full of nut cases too , it would also help us dispell issues like racism by explaining to people scientific facts that even the blondest person has 50% african genes and 30% indian/ chinese genes .... and that racism is all in your head .
Then we stop monopolies/ state owned enterprises like petrotrin, tstt, wasa , and spend enough money to give everyone a supply of water , cheap broadband etc. Build some factories that people can actually get jobs in eg. clothing manufacture , assembly plants for electronics / mechanics . Revive the agricultureal sector , making cocoa , sugar , sweet potatoe etc. Make our own steel pans , export canned / packaged doubles / bake and shark to the US... become a first world country in 10 to 15 years tops.
But seeing as we can't pass any bills without parlimentary approval... step 1 . making stupidity a crime cannot be set in motion , so we are stuck with plan b , eat doubles , play games and complain .

even if we pass the bills, we still need good people to execute 'em.
That is the bottom line really.
The system will work and work wonderfully, as is, if good people were involved every step of the way.
Once a bunch of mcs get in the way, the shiznit hits the fan and corruption becomes rampant.
Even if we do have constitutional reform, you could get that abused by a bunch of das. Poking and exploring every hole they can find. Making a mockery of the new system and ushering a new era of mc-try. If the police not proactive and doing a great job, passing some new bill isn't goint to magically change that.
You need to fire everybody mc and hire truly well intentioned good people, all 5 of them. lol
Moral corruption is a concern.
Religion in schools or lackthereof, is a going concern.
Indifference is the enemy.
Eternal vigilance is the price we must pay for justice.
I am not a religious man, but if you are out there.....help us SUPERMAN!!!

This is the state of things... funny that a colleague of mine pointed out that in terms of the actual age of T&T as a indepedent state we're a few revolutions short of a working country. Look at all major 1st world countries. They've all been thru many wars (against themselves and others) and many times of political instability before they've reached where they are. Now don't misinterpret what I am saying to be that its expected that we have such a bad state before we get to the good part. It just seems like an interesting concept that history itself shows to be true. Now back to the situation at hand. We all know that our government is like Y&R or rather as Nikki said on 96.1 the OLD and the Restless. We need to get rid of them all and replace them with truly well-to-do ppl.

There is something in common amongst people who have made a difference. They stuck it through...they were determined.
What I see happening in the youth of this country, as I look around at my friends, colleagues, etc...and a very disturbing thing...is they don't care. We're the ones being handed this pile of excrement on a platter. Something MUST be done.

Outright reject them, they did.
As far as I'm concerned, this country's beyond help with regard to other political parties, simply because of an oh-too-human condition known as resistance to change. They are so accustomed voting for the PNM or the UNC, that other parties just don't matter to them. That, and the fact that race is probably the only thing that matters in voting now.
And, personally, comparing these two parties is like comparing apples and oranges.
They both did some good in their stay in office, and they both did bad as well.
When people stop acting so dense and see that for themselves, maybe then you could talk about other political parties having a sliver of a chance.
Until then, don't hold your breath. I see no pigs sprouting wings to fly anytime soon.
